This template should be inserted to a discussion page of the user who enters spam to WikiLectures. It will help you how to treate spam and it contains two links to the extension SpamReport. The first one (Report IP ... to the provider) will show you information about the IP address and facilitates reporting spam to a provider. If this link does not work properly, you can use the second one that enables you to write the IP address into the form yourself.
